On December 5, Yiyang City held an on-site observation event for industrial projects. During the inspection tour led by Qu Hai, Secretary of the Municipal Party Committee, he emphasized the need to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and to follow the arrangements set forth in the “Opinions of the CPC Yiyang Municipal Committee on Deeply Studying, Publicizing, and Implementing the Spirit of the 20th National Congress of the CPC and Striving in Unity to Fully Build a New Socialist Modern Yiyang,” adopted at the Third Plenary Session of the Seventh Municipal Party Committee. He urged officials to strengthen their confidence in development, leverage comparative advantages, continuously emancipate their minds, promote the high-end, intelligent, and green development of manufacturing, accelerate the establishment of a modern industrial system, and bolster new momentum for high-quality development. Chen Jing, Deputy Secretary of the Municipal Party Committee and Mayor, led the second delegation in observing industrial projects.

The participants were divided into two groups and visited Yiyang High-tech Industrial Development Zone, Heshan District, and Ziyang District to conduct on-site inspections of a number of representative enterprises and industrial projects that have recently been completed and put into operation, including the Yiyang Seed Industry Park of Longping High-Tech, the R&D and production base for lithium batteries of Newcell, Phase II of the Carbon Valley Industrial Park, the XINWEI high-end MLCC (multilayer ceramic chip capacitor) project, and the relocation project of the Hunan base of Aoshikang Technology. Participants stated that they would advance the construction of industrial projects with a higher perspective, greater efforts, and more concrete measures to promote high-quality economic development.

During his inspection, Qu Hai emphasized the need to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and to carry out the decisions and arrangements made at the Third Plenary Session of the 12th Provincial Party Committee and the Third Plenary Session of the 7th Municipal Party Committee. He urged accelerating development with more steady steps and striving tenaciously to catch up and surpass others, so as to speed up the building of a modernized new Yiyang. We must strengthen our confidence in development and focus on industrial development. In recent years, the entire city has pressed ahead with determination and courage, achieving remarkable results in new-type industrialization centered on advanced manufacturing and successfully transitioning from traditional agriculture to modern industries. We must take high-quality development as the overarching theme, focus on the real economy in economic development, prioritize advanced manufacturing, and foster and expand five emerging industries each with an output value of over RMB 100 billion—digital economy, equipment manufacturing, new materials, new energy, and medical and elderly-care health—so as to make all-out efforts to build Yiyang into the World Capacitor Capital, China’s Carbon Valley, the third major hub for printed circuit boards, and a nationally significant new-energy base. We must leverage comparative advantages in industrial development. All localities should be adept at cultivating growth drivers from their own resource endowments and industrial foundations, further enhancing the distinctive “one county, one industry” brand, and focusing on extending industrial chains, ensuring smooth supply chains, upgrading value chains, and strategically developing innovation chains. This will accelerate the creation of industrial parks that are distinctly characterized, clearly advantageous, and sustainably robust, and expedite the construction of “five-star parks” to promote agglomeration and cluster development. We must continuously emancipate our minds in pursuing industrial development. We should vigorously break free from rigid thinking patterns and path dependencies, employ innovative thinking and approaches to address new challenges on the road ahead, constantly optimize the business environment, conduct investment promotion in a precise and meticulous manner, make every effort to attract large and strong projects, effectively improve project contract compliance, project commencement rates, and capital到位 rates, and vigorously advance high-quality development across the city.

Chen Jing emphasized that all levels and departments should, through “observing, learning, and competing,” galvanize enthusiasm across the city for attracting investment, launching projects, expanding investment, and promoting development, thereby truly fostering a vigorous atmosphere of healthy competition and collaborative advancement. It is essential to further reinforce the principle that “projects are paramount,” focus on leading industries, closely align with major national and provincial strategic plans and spatial arrangements, continuously enhance service orientation, strengthen support for key production factors, and strive to ensure that projects are completed, put into operation, and deliver results as early as possible, so as to better propel high-quality economic and social development in Yiyang.
